TV and radio only was originally stated and very often repeated. All TV channels and radio stations are to be taken over and nothing else will be broadcast.
I am not at all clear that broadcasts will be available on cell phones. Listening to, or watching, on a cell phone would be miserable for hours on end. And I think VERY costly.

Cell phones, I believe can only be used for emergency calls. Likely fewer have cell phones than have radio and or TV sets. I want to see most of this and have no TV so would like you to be right. I have heard only radio and TV very many times, ”phones” only one time and very recently ”all devices”, one time also.
Early on, was reported, very often all cell phones and computers would be wiped, so be sure to back up all you want to keep. I have not seen that advice in recent months.
Some say no power, BUT that is necessary in some form, to get the broadcasts. Temporary outages, maybe just minutes, will be required for the switch to TESLA energy.
